Behavior

The node resolves contact numbers, selects the configured messaging provider, submits one message per recipient, and aggregates submission successes and failures.

Limits and responsibilities

submitted_count measures submissions; it does not guarantee final delivery of the messages.
A contact without a usable number must be treated as a targeting failure, not invented or guessed.
Bulk sending does not change channel-consent obligations.
